This is an interesting read. Simply because it would make a uniform set of copyright laws, which could be either good or bad depending on what laws they decide on.

However the bit about the cosplay, since such a low would be uniform across the US, Australia, Japan etc... then that would effectively end Halloween, because the first time someone gets busted for Cosplay, they will, if inteligent, bring up Halloween, and how kids all over the United states are guilty of Copyright infringement simply by dressing up as characters that they do not own the license to.

Since kids, teens, and adults all dress up during halloween, an Judge, at least a sane judge wouldn't, or a sane panel/council/whatever would NOT rule against the people because Halloween is halloween making cosplay copyright infringement essentially makes Halloween copyright infringement.

Luckily no one holds a copyright to santaclaus, cause then all those Mall Santas would also be in violation lol.
